Furry Katrina victims

I have a friend who is seriously interested in fostering a dog for any family that was displaced by Hurricane Katrina.

He does not want to adopt a dog; he simply wants to help out till a family can either go home or till they get new digs and can take their pooch back.

Any idea of who he should contact?
